KS lets you tag a car that is 35 years old or older with a bill of sale.  Smart to get it notarized properly although I don't think it's a real requirement.  The tagging process should generate a new title as well.  Vehicle inspection required but that's basically a VIN or serial number check.

I'd really want documentation on how this rust was repaired.  I'd bet not very well for the $2500 asking price.

In New York you can register it with a bill of sale only. It will then be issued a transferable registration, that also serves as proof of ownership. Essentially acting as the title
