If you don't find a good deal in the near future, build it, don't buy it. Have you thought about building one from scratch? Do you have a local performance shop you trust? If so, you can buy a chassis from a local junkyard with a salvege or rebuildable title, or a Cragslist car; and build a reliable, competitive car for the budget you have.
Not rwd but we'll sorted and fast. Plus it's in Florida and has a cage.
I don't think it would take much to make it suitable for rally...

For rallycross, this is essentially the same thing. Like 95% of cars running have zero prep outside of tires. Buy something reliable, slap tires on it, race.
