At best it'll be a $500 difference if you do it yourself. What's your time and headaches worth? I'm not even sure you'll save any part of that $2500 in today's market. 
 

If the one in Japan is rough when it gets here, you own it. If the one at Duncan is rough when you go see it in person, you can walk away. 

This exactly. There is probably a reason that one is 7K and all of the rest are 10-12K on the same site. I would get it inspected for sure. Too many horror stories of cars getting here and just being swiss cheese. 

does anyone know where these cars come from ?  city cars or out in the country ?

at 25 years old they are probably a back-up car and not a daily driver , 

and the annual inspection is expensive so do these cars have all their inspections or are the major gaps where they were parked for years ?
