Does anyone have any idea where I could find something that is non-metallic (plastic would be prefered) that I could get that are hoops with a lip on both sides? So far the best idea is a hoola hoop and cut it. Anything better?

Could you sketch something up with MSPaint or something, I don't get what you mean...but if a hula hoop can do the job, then keep in mind that you can make DIY hula hoops of any size with just about any type of flexible plastic tubing.
In the shape like a bicycle rim?
How about cutting a plastic 55 gallon drum or trash can?
Did ACS make Z-rims in 24"???
Hand rim for a wheelchair? They will go up to about 24" At a standard med supply shop, they will probably have just round tube in plastic or metal.
If you go to a seating/mobility shop they will have different shapes available.
