So there is a noticeable air leak under my garage door.

What can I do to get rid of this?

They make gaskets of varying sizes that screw/slide/etc on the bottom of the door and smoosh out to cover any discrepancy in the slab below.

Also consider filling the pits if possible.

Budget way is cut some pool noodles and slide them on.

"garage door bottom seal" should be your search terms. There are many kinds. If you already have one installed that needs to be replaced make sure you get the proper replacement obviously. If you're stareting from scratch you have plenty of options.

In general under the door but there is a particular noticeable gap at the seam between the two pads.

I'd fill that with concrete and call it a day. No rubber seal will fix that part of it.

I have this on the bottom of my shop door. It makes up for uneven surfaces and it's on the door so you don't drive over it. It fits in a small double-T track that you screw to the door bottom. For scale the bubble in the pic is about 1.5" tall. It molds/folds/conforms to the floor and goes back to this hanging shape when you open the door.

My 16" door was under $50 all in.

Ah, I see that's a control joint. The bigger gasket will probably fill it but to make sure I'd use a silicone product, I'm partial to Thru The Roof for that sort of application even though it's a bit spendy.
